About 30% recall from parts and components

Accumulated recalls have reached more than 17 million vehicles. However, according to the latest news, the company acknowledged that it had discovered a new airbag defect covering the products produced from 2008 to 2014. Affected by this, Nissan has also launched a recall procedure in China, recalling more than 11,000 Nissan and Infiniti-related models. The analysis pointed out that this is a case where a typical component has a safety hazard that causes the vehicle company to recall it.

“With domestic recalls, since the main body of implementation is the mainframe plant, consumers will count the items on our mainframe factory. This is unfair to us. After all, the recall is divided into product design reasons, parts product quality problems, or zero. Problems have occurred during the production of the parts, etc. The reason for the recall is to be seen in detail," said a car company employee of the Japanese brand.

According to statistics from the recall report issued by the General Administration of Quality Supervision, Inspection and Quarantine, from June to November 6 this year, each car company issued a total of 59 recalls in the country, recalling a total of nearly 1.7 million cars. Of these, a total of 17 recalls were caused by suppliers and led to the recall of vehicles, which involved the recall of 607,200 vehicles. In terms of proportion, the number of recalls caused by parts suppliers is 28.81%, and the proportion of recalls is 36.07%.

In the first half of this year, due to the supplier's recall case, the relatively large number included the recall of 191,100 Buick Hideo GT by Shanghai GM due to the hidden dangers of airbags, the recall of more than 130,000 cars by BMW due to the hidden dangers of fuel pump, and SAIC Motor. Parts companies will be the subject of recall

At present, China's auto recall system has been implemented for 10 years, but it only requires vehicle manufacturers to implement recalls, and parts recall has been left blank. The analysis pointed out that due to the relevant laws and regulations in China, auto parts have potential safety hazards. The recall announcement was issued by the vehicle manufacturer and the recall was finally implemented. This also led to the responsibility of the parts and components manufacturing companies, which was passed on to the vehicle manufacturers.

However, this situation will change. Recently, the "Measures" issued by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) have clearly included component producers into product recall management measures for the first time.

Among them, the "Measures" clearly point out that the General Administration of Quality Supervision, Inspection and Quarantine and the entrusted provincial quality inspection departments carry out defect investigations, and can enter the production and business establishments of producers, operators, and parts producers to conduct on-site investigations. Moreover, the "Measures" pointed out that if a producer of parts and components violates the provisions of the present Measures and fails to cooperate with the investigation of defects, he shall be ordered to make corrections within a time limit; if he fails to make corrections within the time limit, a fine of more than 10,000 yuan but less than 30,000 yuan shall be imposed.

This also means that once the “Measures” are implemented, auto parts companies will formally become the main part of the recall. Once a parts and components company causes product safety hazards due to its own production reasons, it will move from behind the recall events to the front desk.

"Incorporating components into the scope of recalls can be said to be one of the most important considerations for consumers. Nowadays, consumers have become more aware of their rights and interests, and their technical understanding of automotive products is getting deeper and deeper. Next, the introduction of the policy and the changes in the market are in tune.” Zhang Zhiyong, a veteran automotive analyst, told the Nanfang Daily that the “Measures” include parts and components, making the recall more and more beneficial to consumers.

Will impact on the existing "zero" relationship?

Industry insiders pointed out that once the "Measures" are implemented, the production of parts and components will be included in the main body of recalls, which will inevitably benefit the overall development of the auto industry, promote the parts and components companies to improve their own requirements, improve product safety and reliability, and minimize the quality risks. .

However, at the same time, it will also significantly increase the production costs of the parts and components companies. Will this affect the existing "complete" relationship? Will change the pattern of the existing parts industry?

At present, there are about 7,000 auto parts manufacturers in China, but most of them are at the low end of the entire chain, and very few can produce high-tech, high-value-added products, which means that once these parts companies are in fact large The scale recall may cause the fracture of its capital chain and so on.

“Past recalls were carried out uniformly by vehicle manufacturers. Now that there is a clearer concept for component recalls, they still need to be coordinated with the entire vehicle manufacturer because most parts suppliers do not sell the network. The recall is still being carried out by the vehicle manufacturer and its sales outlets.” Zhang Zhiyong said that this does not have a big impact on the “zero-to-finish” relationship.
