To speed up the revitalization of the equipment manufacturing industry, it is necessary to rely on the national key construction projects to carry out large-scale technical equipment autonomy work on a large scale; increase investment in technological transformation, enhance the independent innovation capability of enterprises, substantially improve the basic supporting parts and basic technological level; accelerate the merger of enterprises Reorganization and product upgrading, promote the optimization and upgrading of industrial structure, and comprehensively enhance industrial competitiveness.
First, we must rely on high-efficiency clean power generation, UHV substation, coal mine and metal mining, natural gas pipeline transportation and liquefaction storage, high-speed railway, urban rail transit and other key projects in the field, targeted to achieve domestic manufacturing of key products.
Second, we must combine key projects in large industries such as steel, automobiles, and textiles to promote equipment autonomy.
Third, we must upgrade the technical level of large-scale castings and forgings, basic components, processing aids, special raw materials and other ancillary products, and consolidate the foundation of industrial development.
Fourth, we must promote structural adjustment and transform the mode of industrial growth. Support equipment manufacturing backbone enterprises to carry out joint reorganization, and develop large-scale enterprise groups with engineering general contracting, system integration, international trade and financing capabilities. Accelerate the improvement of the product standard system and develop the modern manufacturing service industry.
The meeting requested that the VAT transformation policy be fully utilized to promote technological advancement of enterprises; special projects for industrial revitalization and technological transformation should be arranged in the newly added central investment; establish the use of the first domestic (set) equipment risk compensation mechanism; increase the export credit line and support equipment products. Export; encourage the introduction of digestion, absorption and innovation, and the key components and raw materials that are necessary to be imported, exempt from customs duties and import value-added tax; strengthen enterprise management and employee training, improve production organization, improve production efficiency and product quality; Promote the combination of production, study and research with enterprises as the main body, encourage research institutes to enter the enterprise, and support enterprises to cultivate and strengthen the R&D team.
