I. Association work for more than a year

Since the party's "18th National Congress", the country has entered a new era of comprehensive deepening reform. At the same time, the Chinese economy has begun to enter a new normal, and the growth rate, development mode, structural adjustment and growth momentum have all undergone significant changes. The multiple stacking of stage factors such as growth rate shift, structural adjustment pain and early stimulus policy digestion has brought the economy to an unprecedented complex situation. Under the influence of this background, China's machine tool industry has also entered a new historical development stage, that is, the historical development stage with structural adjustment and transformation and upgrading as the main features. In order to adapt to the new requirements of environmental change, the association aims to build a modern social organization, focusing on improving the ability and level of providing services to the industry, actively adjusting and transforming, strengthening its own construction, and has made initial progress.

1. Identify the positioning of the association and change the construction concept

The new board of directors and the permanent establishments have realized that the external environment in which the association is constructed and developed has undergone comprehensive and profound changes, objectively understanding and scientifically grasping these changes, and identifying the functional positioning of the association in the new situation. Transforming the concept of construction and development of the association is the primary task of building a modern social organization.

First, environmental change comes from the industry itself. Due to the significant changes in the market environment and other growth factors, China's machine tool industry has entered the downside range since the second half of 2011, and has been in operation for more than 40 months. After a period of confusion, sorrow and anxiety, the industry has generally had a clearer understanding of this round of decline. It is precisely because the main driving force of industry development in the past 10 years has been significantly weakened and rapidly decayed. The development model and business strategy that the industry has used for many years cannot be sustained due to the loss of driving force. Regardless of our subjective wishes and will, the wheels of industry development have driven into the new mileage range driven by economic laws, and brought the industry into a new environmental space. The reversal mechanism formed by environmental changes is driving the industry to explore new development paths. This special industry development background will inevitably put forward new requirements for the construction of industry associations.

Second, environmental change comes from the transformation of government functions. In order to effectively stimulate and fully release the vitality of the market, the new central government will transform the government functions with the core of decentralization and decentralization as the primary task of economic system reform. According to President Xi’s recent presentation at the APEC Business Leaders Summit, in the new economic environment, the government’s functional task is to “put the right to release the land, create the environment for the creation, and formulate the rules. Ok." The above changes in government functions will inevitably bring about profound changes in the rules of economic activity, and will undoubtedly have a full impact on the operating mechanism of the association.

Finally, environmental change comes from the reform of the social organization management system. The First Session of the 12th National People's Congress passed the "Regulations on the Reform and Functional Transformation of the State Council" (hereinafter referred to as the "Program"). Different from the past, the "Program" not only clarifies the objectives and tasks of the transformation of the functions of government agencies, but also proposes the task of reforming the management system of social organizations. The "Proposal" clarifies that "it is necessary to speed up the formation of a modern social organization management system with separate political and social, clear powers and responsibilities, and legal autonomy." The "Program" requires that industry associations "must become the main body of providing services, reflecting demands, and regulating behaviors." As an important part of comprehensively deepening reforms, the reform of the social organization management system has been officially put on the agenda of national reform.

The above environmental change factors have put forward new requirements for the transformation and adjustment of the industry organization and its own construction. Therefore, the construction direction, functional tasks and business priorities of the association must be adjusted. The service mode, operational mechanism and governance structure of the association must also be transformed.

2. The direction and main tasks of the association construction

The association industry group is gradually developed along with the process of national reform and opening up. Compared with similar organizations in western industrialized countries, its development history is still very short, and its own construction is still immature, especially in the past. During the period, its organizational profile was not clear enough, and its functional orientation was quite vague. We often hear the following sayings: "Play the role of the government's staff assistants", "play the role of bridges and bridges", and what is "good industry management", "members' home" and so on. A considerable number of industry organizations are vying to use various resources to find ways to get support from the government, go to the government to get some project funding, and even go to the government to share a small part of the administrative power. Everyone is used to playing to a certain extent. The government's banner to carry out so-called industry activities. Therefore, many industry organizations have become affiliates of government departments to varying degrees, and have not truly become the social subjects of legal autonomy. Obviously, this state is not in line with the direction of market-oriented economic reform, and it is also unable to assume the functional role that social organizations should assume under the new situation. Therefore, we must take the initiative to adjust and actively transform. So how do you achieve adjustment and transformation? The "Program" pointed out the clear direction of adjustment and transformation.

The "Proposal" puts forward a clear overall goal for the reform of the management system of social organizations, that is, the formation of a social organization management system with separate political and social, clear powers and responsibilities, and legal autonomy. At the same time, the "Program" also pointed out a clear direction for the construction of social organizations, that is, the construction of modern social organizations. The "Program" also stipulates three core functions for the association industry organization, namely, providing services, reflecting appeals and regulating behaviors.

Therefore, the goal of our association's own construction is to work hard to build a modern social organization in accordance with the requirements of the “Program”. The main task of the transformation and adjustment of the association is to continuously strengthen and enhance the ability and level of fulfilling the three core functions.

Although our association has a relatively good construction foundation in our industry associations, we must honestly admit that we are far from the construction goals of modern social organizations, especially in the ability to effectively perform the three core functions. In terms of level, our work base is still quite weak. Therefore, we must make great determination and work hard to achieve the goal of building a modern social organization through solid and effective unremitting efforts.

Building a modern social organization requires us to really clarify the role of the association itself, so as to identify the correct positioning of the association's work. At this stage, there are obvious misplaced problems in government work. There are also problems of “offside” and “not in place” in the work of the association, and some places still perform more prominently. To solve the above problems, we must actually reverse and correct some thoughts and behaviors that want to do things, overcome the psychological subconsciousness of "above, say the last sentence", completely abandon the residual consciousness of the "two governments", and cannot "drive" "Industry development", "cultivating famous brand enterprises", "cohesion of the whole industry", "how to mobilize the whole industry..."; also can not be arbitrarily arrogant to member companies, give orders, and put forward some development requirements for industry enterprises, and often even Instead of setting the development goals and taking corresponding measures, etc. It must be clarified that there is no relationship between the association and the member company, and there is no relationship between guidance and acceptance. Some are only the relationship between providing services and receiving services. Enterprises are the mainstay of industry development, while associations provide services for the main players in the industry. This is the role of the association. We must be very clear about this.

According to the actual situation of the association at this stage, we also require that we consciously strengthen the awareness of four aspects, namely market awareness, membership awareness, service awareness and openness.

In the market economy environment, whether it is possible to clearly understand and accurately grasp the market determines the rise and fall of the enterprise and its survival. Therefore, market awareness is the most sensitive nerve of the enterprise. Therefore, the associations that require services for the development of the industry must also have a strong sense of the market. Because only in this way, there is a common language, common concern and common appeal between the association and the member companies.

Enterprises are the main body of industry development, while members of the association concentrate on the backbone enterprises of most industries. Therefore, the member groups of the association are the main body of the industry, which is the basis and premise of the existence and development of the association. It is the main object of the service provided by the association and is the association. The starting point and the foothold of all work, the association can only firmly grasp the correct direction of the association work if it firmly establishes the awareness of the members.

In accordance with the objectives of building a modern social organization, the association needs to effectively fulfill the three core functions of providing services, reflecting demands and regulating behaviors, and the essence of the three core functions is actually services, even if the two functions of reflecting appeals and normative behaviors are another Expressive form of service. Therefore, the main content and form of the association's work is to provide services, so we must continue to strengthen service awareness.

In the era of open cooperation and globalization, the concept of the interest community has been accepted by more and more people, and cooperation and win-win has become the active choice for more enterprises and organizations to seek development. To achieve the goal of building a modern social organization, the association must strengthen its openness, learn and learn from all useful experiences and positive results at home and abroad in an open and inclusive manner, and accelerate the pace of its own construction in the process of active cooperation and exchange.

To achieve the goal of building a modern social organization, we also require that we consciously cultivate and vigorously promote innovative and pragmatic organizational culture and association style. If you have a position, you must constantly innovate the content and methods of service, and oppose conservative rigidness and self-restraint. It is useful to do something right, to do the right thing, to do something useful, to be real. Avoid enthusiasm and addiction, and don't be willing to "help".

As an association organization, special attention should be paid to preventing empty talks and onlookers from accusing, and should not be separated from the actual paper, and should not be formalized.

3. Work practice of the association's own construction for more than a year

Whether the association can effectively fulfill the three core functions and achieve the goal of building a modern social organization lies in the level of the association's own construction. In view of the actual status and working basis of the association, in the second half of last year, we proposed five key systems for the system to strengthen the construction of the association itself, namely, business construction, team building, organization construction, system construction and cultural construction. Over the past year or so, the above work has started in an all-round way, and some of the work has achieved significant phased progress. The key report is now as follows.

(1) Information statistics business upgrade

The information statistics business is one of the association's traditional businesses and one of the association's most advantageous businesses. With the deepening of the industry's transformation and upgrading, the importance of this work has become more prominent. However, for a long time, this business has not been effectively upgraded and has remained at a relatively junior level. The main problem is that the structure of information collection system is not scientific; the variety and quality of information products can not meet the needs of the industry; the lag of information products and some data distortion; the lack of scientific and complete information management systems and methods; the lack of information collection and analysis methods. In response to the above problems, the Association regards the upgrade of information and statistics business as the key task of the association's business construction, and proposes five aspects of business upgrade objectives, namely, organizational team building, technical means upgrade, data collection network construction, information management system construction and information products. version upgrade. To this end, the Association established the Ministry of Information Statistics in November last year, and on the basis of extensive solicitation of opinions, formed a system of business upgrades. Comprehensive planning has been carried out in terms of products, systems, systems and means. The work is currently being carried out in an orderly manner. I hope to get the attention and extensive participation of the majority of member companies. In order to effectively promote this work, the association has formulated corresponding support policies, and at the same time, according to the principle of “multiple contributors to share first”, the information grading and publishing system has been formulated, that is, member enterprises that contribute to the information and statistics work of the association will enjoy The highest level of information services.

(2) Exhibition business upgrade

The exhibition business is the core business of the association. The two major exhibitions of CIMT and CCMT are the two platforms for the association to provide services for the industry. Although our exhibition business has a good foundation, we are also aware of our own gaps. Therefore, the association proposed to promote the upgrade of the exhibition business version of the association.

This year, we seized the favorable opportunity and successfully achieved the goal of CCMT exhibition returning to Shanghai, and reviewed the situation, decisively stepped out of the key steps of CCMT internationalization. The above actions opened up a broad space for the follow-up development and upgrade of the CCMT exhibition. The development and upgrade of the CCMT exhibition will objectively alleviate the contradiction of the serious shortage of CIMT exhibition resources to a certain extent, thus optimizing the layout structure of the exhibition business in the whole.

This year, we also took concrete actions to actively promote CIMT2015 to achieve new progress and upgrades. Under the circumstances that the contradiction between supply and demand of exhibition resources is very prominent, we have optimized the structure of exhibits, and adjusted the proportion of shaped exhibits in the exhibition. At the same time, we also opened up new technology exhibitions for industrial robots and additive technologies. Zone. At the same time, we have also broken the boundaries of domestic and foreign exhibition areas in the field of forming machine tools and measuring tools exhibits, and implemented professional layout according to internationally accepted rules.

We also launched the membership discount system for the first time at CIMT2015, and launched a more favorable price policy for the association's information and statistics network.

In terms of the promotion of exhibition business, the association also officially launched a group exhibition to participate in overseas exhibition business this year. Among them, the group participated in the EMO exhibition held in Milan, Italy next October.

(3) Fully launch the association information construction project

Internet technology is profoundly changing the way people live, work and produce. In contrast, the association has not kept up with the rapid development of information technology, and our business methods are still in a rather primitive and backward state, which has seriously restricted the construction and development of the association. In response to this situation, the association officially launched the information construction project this year. The project covers all business areas of the exhibition business, information statistics business, office business, media business and other associations with a total investment of about 3 million yuan. To this end, the association has recruited senior professionals and established specialized departments. At present, the progress of the project is generally smooth, and the information technology will be applied first in the exhibition business and information statistics business of the association. The exhibitor registration of CIMT2015 has taken the lead in enabling the information system. At CIMT2015 next year, everyone will really feel the efficiency and convenience brought by information technology.

(4) Exploring effective ways to perform normative behavioral functions

According to the requirements of the construction of modern social organizations, "normative behavior" is one of the core functions that the association must perform. The normative behavior is what we call industry self-discipline, which requires that industrial enterprises should carry out business activities within the scope permitted by national laws and regulations, and consciously resist illegal and illegal business activities, including unfair competition.

In recent years, due to the significant reduction in the total domestic market demand, the contradiction between the industry's production capacity, especially the low-end homogenization capacity, has become increasingly prominent. As a result, market competition has become increasingly fierce, and vicious price competition is the main form of unfair competition. There is a tendency to spread and spread. Although unfair competition is only the behavior of a small number of enterprises, its chain effect has seriously disrupted the minimum market competition order, objectively damaging the common development interests of the whole industry, and in fact also harming the interests of users. Most industry companies are deeply worried about this phenomenon. They are both abhorrent and helpless. Many companies are reluctantly dragged into the quagmire of vicious competition. Many industry enterprises report this situation to the association. It is hoped that the association can take effective measures to resist and alleviate the occurrence and spread of this phenomenon, maintain a healthy and orderly market environment, and thus safeguard the common interests of the whole industry.

The association believes that strengthening industry self-discipline and regulating market behavior are the core functions that the association must perform. Faced with the increasingly serious unfair competition behaviors in the industry and the voices of the majority of member companies, the association cannot lose its voice, cannot be absent, must respond and make a difference. After repeated research, the association organized the drafting of the "Convention on Unfair Competition in China's Machine Tool Industry" (hereinafter referred to as "the Convention"), and solicited opinions from industry enterprises through the branches of the association. After repeated revisions, The draft (draft) will be submitted for consideration at this meeting. If approved, we will publish it in the name of the association. The members of the Convention will adopt the method of voluntary participation of members and industry enterprises. All enterprises that voluntarily join the Convention must consciously fulfill their obligations of self-discipline.

This work is undoubtedly a useful attempt by the Association to actively perform its normative behavioral functions. It is also a concrete action to maintain a healthy and orderly market environment. In order to safeguard the common interests of the whole industry, the association calls for starting from the standing council members of the association, and then the board members and member units, so that the whole industry enterprises can actively respond and participate in this action. Do your part to maintain the common interests of the entire industry.

(5) Strengthening the construction of the staff of the association

To build a modern social organization, talent is the key, and the construction of the workforce and the improvement of quality are the decisive factors. In recent years, the staff of the association has entered a period of centralized adjustment. In the past two years, there have been 14 employees retiring and leaving the post, accounting for nearly 30% of the total number of employees in the association. In addition, the transformation of the association and the new requirements for the quality of its own construction, the construction of the staff of the association has become one of the most urgent tasks. .

The association has developed a comprehensive employee introduction plan based on the business needs of its own construction. In accordance with the principle of lack of abuse and open recruitment, this year the association has introduced seven new employees. The introduction of these new employees not only achieved the obvious optimization of the age, education and knowledge structure of the association's staff, but also effectively promoted the business construction and upgrading of the association. At the same time, the association also boldly launched young cadres, let them put pressure on them, let them grow up and exercise in work practice, and achieved good results. In addition, the Association has taken some measures to improve the overall quality of the workforce. For example, the Association has established a travel reporting system since the fourth quarter of last year. All employees of the Association are required to go out to work or participate in activities. In addition to individual reports involving confidential matters, travel reports are made public throughout the association. This system seems to be a trivial matter, but it has produced a significant positive effect. It not only maximizes information sharing within the association, but also plays a series of positive roles (reducing meetings, improving efficiency, improving mutual work coordination), and more importantly. It is to urge employees to improve the quality and level of their work, and to cultivate employees' rigorous and meticulous work style and in-depth observation and diligent thinking ability.

(6) Strengthen the organization and construction of the association

The organization and construction of associations is the basic guarantee for the construction of modern social organizations. Over the past year or so, the association has effectively strengthened the organization and construction of the association in three aspects. At the permanent establishment level, we adjusted the internal organizational structure according to the requirements of the new business construction goals. In November last year, we established the Ministry of Information Statistics and the Organizational Liaison Department, which were responsible for the upgrade of information statistics business and the management of branches and members. In August of this year, the IT Management Department was set up to be responsible for the maintenance and management of the information construction project and information system of the Association. At the branch level, in accordance with the new requirements of the Ministry of Civil Affairs for the management of social organizations, in March this year, the “Opinions on Strengthening the Construction and Standardized Management of Branches” was issued, with a clear definition of the financial management of branches. The association also cooperated with the intermediary agencies appointed by the Ministry of Civil Affairs to conduct audits and inspections on 16 branches with independent accounts. This year, the Association further clarified the policy of actively developing members, intensified the development of new members, and further reaffirmed and clarified the conditions for the entry of foreign-invested enterprises in China. Up to now, the Association has developed a total of 141 new members. There are 16 foreign-funded members. The total number of members of the association has reached 1,643, including 74 members of foreign-funded enterprises.

In the process of building the association itself for more than a year, the leadership of the new permanent establishment first started from itself, improved the style of the team, drastically reduced the meeting, and improved work efficiency. At the beginning of the establishment of the new team, three agreements were made, namely, 1. Change the style of the style, less meetings, short meetings, short words, short essays, improve the quality of meetings, and improve the efficiency of decision-making; Take the lead in reforming and innovating, seeking truth and being pragmatic; 3. Over the past year or so, the leadership team has effectively implemented these agreements and played a model role in forming a reform, innovation, truth-seeking and pragmatic association culture.

Over the past year or so, the Association has carried out beneficial innovation attempts in various areas such as advanced member selection, industry research activities, and new media applications, and achieved positive results. The association also cooperates with relevant government departments to carry out special work for 04, intelligent manufacturing, industry damage warning, standardization, etc., and will not repeat them here.

Second, the basic considerations for next year's work

This year is the starting year for the transformation and adjustment of the association and its own construction. It will face even more arduous tasks next year. The basic considerations for the work of the association in 2015 are: to build a modern social organization as the goal, to strengthen and enhance the ability and level of fulfilling the three core functions as the central task, to further transform the transformation and transformation of the association and its own construction, and to transform in the industry. Play a more active role in the upgrade process. To this end, we must carry out active practice and exploration in the following aspects.

1. Focus on building three service platforms

According to the organization characteristics, functional requirements and business basic conditions of the association, the association has decided to build the exhibition service, information business and technology exchange as the main focus, and comprehensively enhance the ability and level of the association to perform the service functions.

First, the Association will actively expand and enrich the service content of the exhibition business on the basis of continuously enhancing the influence of the two major exhibition brands CIMT and CCMT. In 2015, in addition to organizing the exhibition activities of the Milan EMO exhibition, it is necessary to make systematic planning for the follow-up group exhibition activities on the basis of investigation and research. At the same time, we must explore and demonstrate the feasibility of organizing special exhibitions with regional and professional characteristics based on the principle of active and prudent. With the rapid development of Internet technology, the Association will also actively consider the construction of a new format of the machine tool exhibition business - online exhibition, to provide a new marketing platform for the industry.

Second, make every effort to build an information service platform for the association. The platform will provide two aspects of information services. The first is industry operation information, and the second is market information. Judging from the current situation, the foundation of the work of the association is still quite weak, and the business upgrade work has just started, so it is necessary to push forward the solution. In 2015, the association will continue to take effective measures to achieve new breakthroughs around the five upgrade targets of the business (organization team building, technical means upgrade, data collection network construction, information management system construction and information product upgrade).

Third, actively build a platform for industry technology exchange and cooperation. Enterprises are the mainstay of technological innovation, but the association also has the responsibility to use its own advantages to build a platform to support the technological innovation of the industry. The Association initially considered building an industry technology exchange and cooperation platform on the basis of the information network system, the technology market, smoothing the technical exchanges and transformation channels of the industry, inspiring the industry's technological innovation atmosphere, and promoting the overall technological progress of the industry. The association will also make full use of the platform of the CNC Machine Tool and Application Standardization Advisory Committee to actively promote the technical standards to play a better role in the technological progress of the industry.

2. Gradually establish a long-term mechanism for industry claims

Reflecting appeals is one of the three core functions that the association needs to perform. As a core function, a long-term working mechanism must be established. The so-called long-term mechanism includes a smooth appeal expression mechanism, a scientific appeal method and a timely response channel. The association will appoint a special person to do the work next year. Next year is the final year of the "Twelfth Five-Year Plan". The relevant government departments are working hard to formulate the "13th Five-Year Plan". The Association will make full use of this favorable opportunity to actively reflect the industry's demands and do its utmost to strive for the development of the industry. Policy Environment.

3. Exploring the effective mechanism of industry self-discipline

This meeting will review the "Convention on Unfair Competition in China's Machine Tool Industry" submitted by the permanent establishment of the Association. This is just the beginning of the Association's performance of the normative behavior. It is foreseeable that there will be many contradictions and problems in the implementation of the Convention, and we need to constantly explore solutions to contradictions in practice. In this regard, the association has full psychological preparation and determination to persevere.

In order to achieve the above main work objectives, the Association will continue to promote team and organization. According to the needs of the post, we will continue to recruit talents for the whole industry and the whole society, and attract more outstanding talents to join the association. The association will continue to promote organizational development, and the focus of organization and construction next year will be on the branch level. Next year, the association will complete the information construction project in an all-round way, providing support for the business upgrade of all aspects of the association. Next year, the association will officially launch the creation of 5A-level associations to further promote the standardization, standardization and institutionalization of association construction.
