In 2011, a survey conducted by the Development Research Center of the State Council in more than 20 cities showed that the proportion of new-generation migrant workers who had not engaged in agricultural production was as high as 85%, and that “employees are also employed” is becoming history; even if the account is not released, 80% The migrant workers also stated that they will stay in towns and cities for a long time; 53.2% of migrant workers want to settle in large and medium-sized cities above the prefecture level, and only 8.9 percent of peasant workers who are migrant workers willing to return to rural areas settle down.
However, can migrant workers who live in cities for a long time live like urban residents and enjoy the same social security as urban residents?
"There are two major problems in the peasant workers' citizenship." Li Qingyun said that one is difficult to enter. Compared with the huge number of migrant workers, the number of migrant workers and their children who can settle down in towns is too small. Take Guangdong Province, which has a large number of migrant workers across the country. As of the end of 2010, the total number of migrant workers in Guangdong Province was 26.61 million, of which 17.03 million were from other provinces. However, only 108,000 people were enrolled in the entire province.
The second problem is the difficulty of integrating into the city. Li Qingyun said that the key to ensuring that migrant workers truly integrate into cities is to allow them to receive citizen treatment and enjoy equal basic public goods and services, including affordable housing, employment, education, health care, and social security. The problem now is that the government provides a serious shortage of public goods and services.
In this regard, Li Qingyun proposed four suggestions:
-- There must be a sense of urgency in the issue of citizenship of migrant workers. In the 1980s, migrant workers began to work in cities. Although the mainstay of migrant workers has been replaced, there has been little progress in the peasant workers' citizenship.
- Strengthen the construction of affordable housing for migrant workers. Safeguarded housing is the key and difficult part of the peasant workers' citizenship. Governments at all levels must not only incorporate peasants into affordable housing, but also use institutional innovations to gradually increase protection.
- Give full play to the main role of urban agglomeration in the peasant workers' citizenship. Urban agglomerations have the great ability to create jobs, have the ability to gradually provide equal public goods and services for migrant workers, provide necessary vocational training for migrant workers, and also help to overcome urban congestion caused by traffic congestion and environmental pollution in mega cities. .
